The Safe Passage Programme is a public private partnership focused on improving how people move in South African cities. It creates safer, more affordable routes for pedestrians, cyclists, public transport users, and the micro economy. By prioritising non motorised transport and everyday access, the programme addresses key challenges such as safety, cost of transport, and unequal urban development.


Founded through a partnership between the Suppliers Development Initiative Micro-Enterprise Trust and Young Urbanists NPC, Safe Passage brings together government, private sector, and communities to deliver practical street level solutions. South Africa’s transport system places pressure on households, with long commute times and high costs. At the same time, walking remains a primary mode of transport, often without safe infrastructure. Safe Passage responds by improving routes, intersections, and conditions for daily movement.


Drawing on local experience and proven approaches, Safe Passage uses tactical urbanism to test and deliver infrastructure that works. The programme focuses on cycling lanes, pedestrian access, safer crossings, lighting, and traffic calming, while supporting informal trading and public transport. Through collaboration and delivery on the ground, it aims to create safer, more connected cities and expand this model across South Africa.

ABOUT AMF

The Active Mobility Forum (AMF) promotes active mobility—such as cycling and walking—in Cape Town, Johannesburg, and beyond. Founded in 2022 through a partnership between Cape Town's Bicycle Mayor, Sindile Mavundla, and the Young Urbanists, AMF unites diverse voices to address climate change, health, and economic growth.


As Cape Town faces growing traffic congestion, rising emissions, and high transport costs for low-income residents, AMF advocates for public investment in active mobility infrastructure. Inspired by global success stories, we push for solutions like low-cost, protected bicycle lanes that can transform cities.

Through research, collaboration, and working with policymakers, AMF aims to make active mobility a cornerstone of livable cities. We're just getting started—join us in creating safer, healthier urban environments.

Recent impacts and wins include the launch of the Safer Streets Programme with Uber South Africa and partners like the Road Traffic Management Corporation to bring together organizations advocating for safer streets (National), curating the 2024 National Road Safety Summit on the 5th and 6th of November (National), and curating Smarter Mobility Africa's first-ever Active Mobility and Universal Access Stage on the 2nd of October (Gauteng). In Cape Town, we’ve also established South Africa’s first public-private partnership to upgrade cycling lanes from paint to protected lanes, advocated for the inclusion of induced demand in the City’s Comprehensive Integrated Transport Plan, and pushed for reforms ensuring that any new road includes NMT infrastructure, with class 2 cycling lanes separated from traffic by barriers.
